Increasing atmospheric concentrations of green house gases (GHGs) result from emission GHGs of human activities has raised much serious concern and attention of the world recently. Climate change impacts on the ecological environment, threats to our daily lives and routine industrial activities.
Beyond to these danger and challenges, the United Nations Framework Convention on Climate Change (UNFCCC) sets the general framework for international efforts to address climate change. The UNFCCC was opened for signature in 1992 and entered into force in 1994. The ultimate objective of the UNFCCC is to achieve stabilization of atmosphere concentrations of greenhouse gases at a level that would prevent dangerous anthropogenic interference with the climate system.

Typhoon Rammasun hits the Philippines

Authorities said at least 10 people had been killed by the storm.

Strong winds knocked out power and forced thousands of people to evacuate as Typhoon Rammasun hit the central Philippines.
The typhoon, also known as Glenda, struck the main island of Luzon with gusts of up to 185km/h (115 mph).

Millions without power
Town halls had been converted into shelters and evacuees had also been taken to schools and gymnasiums.
"Trees are starting to fall down and everything is just rain and wind," eyewitness Zhey Anzures told the BBC from a Manila suburb.
"We are also just beside a construction site and the cranes are really rotating because of the strong winds."
Manila Electric Company said 2.3 million of its customers were without electricity.

The Philippines is hit by around 20 major storms a year. Typhoon Rammasun is the first to make landfall this year after the rainy season began in June.
Typhoon Haiyan, which devastated the country last year, killed more than 6,000 people and was said to be one of the worst storms on record.

IPCC aims for clarity and relevance in new report

Providing information that policymakers can use is key to the Intergovernmental Panel on Climate Change (IPCC) as work begins on its next global assessment.
The report, known as AR5, will focus on factors that materially affect people's lives, such as the Asian monsoon.

It will also look at what aspects of climate change might be irreversible.
Leaders of the IPCC's scientific assessment were speaking to BBC News during a conference in South Korea aimed at modernising the organisation.
They indicated that procedures used in compiling AR5 will reflect some criticisms made in the wake of errors uncovered in its previous assessment, in 2007.
The recent review of the IPCC's procedures, conducted by the InterAcademy Council (IAC), an umbrella body for the world's science academies, said that some assertions about the likelihood of severe impacts were based on little research.
"Authors reported high confidence in statements for which there is little evidence, such as the widely-quoted statement that agricultural yields in Africa might decline by up to 50 percent by 2020," it noted.
The IAC recommended that the next assessment must deal much more carefully and consistently with uncertainties - and Chris Field, co-chair of the IPCC working group on impacts, adaptation and vulnerability, indicated the message had been taken on board.
"The fact of the matter is that climate change impacts are very poorly known," he told BBC News.
"We only have mature scientific studies for a small number of topics and a small number of places, so we need to recognise that and figure out how, in an environment where the information is limited, we can still provide valuable information.

"What I expect us to do is to use the uncertainty guidance very carefully so we can avoid problems where we seem to be asserting more confidence than the data will allow; but also provide value to a discussion where the confidence isn't necessarily very high.
"After all, most people spend their lives making decisions under uncertainty, and that's what dealing effectively with climate change demands - the same kind of decisions you make when you decide to buckle your seatbelt, or buy insurance for your house or invest in the financial markets."
Natural changes Increasingly, computer models of climate change are projecting impacts on a region-by-region basis, rather than globally.
This is widely acknowledged as vital for policymaking. But previous IPCC reports have not necessarily produced regional assessments in the most user-friendly or relevant way, suggested Thomas Stocker from the University of Bern in Switzerland, co-chair of the climate science working group for AR5.
"We will start from the processes that are necessary to characterise regional climate change, such as the El Nino Southern Oscillation, the North Atlantic Oscillation, monsoon systems around the world," he said.
"The new approach is that we first assess our physical understanding of these fundamental processes: what are the elements that change them, how do they respond to a background change in albedo or temperature or shift in rain bands ?
"Once we've assessed that, we then ask how does this knowledge inform us for projecting the monsoon in India, for example, or Southeast Asia? What does it tell about El Nino projections? And so forth."
The belief is that this process will make it easier for governments - and people - to assess how their lives may be affected by climate change, and so make better-informed policy choices.
Another issue that AR5 will grapple with in much more detail than previously is the influence of natural cycles on climate, particularly in the near-term.

Within the last few years, the world has seen the cooling influence of La Nina restrain the rise in global temperatures, before a switch to El Nino conditions put 2010 on course to be one of the warmest few years - perhaps the warmest of all - in recent times.
Researchers attempting to project temperatures for the next decade or so have to factor in numerous natural cycles as well as greenhouse warming, and Dr Stocker admitted that it is a confusing picture.
"It is an emerging field, the uncertainties are large. You can find studies with a cooling over the next 10 years, and others showing an enhanced warming - so the variety of simulation studies seems confusing," he said.
"So what we want to present is a good assessment of the issue of predictability; we probably won't provide a solution [to why the near term is hard to predict], but we will provide the scientific basis to explain it."
Active areas of research that are vital for understanding climate change - including the interactions of clouds and dust particles in the atmosphere, and sea-level rise - will receive their own detailed chapters.
Also for the first time, AR5 will take a detailed look at whether some aspects of climate change will lead to transformations of the Earth's land, air and oceans that are irreversible on human timescales.
Impactful agenda With greenhouse gas emissions set to continue their rise as the global recession eases, there is growing acknowledgement that research on living with climate impacts - adaptation - is equally as important as studying ways of curbing emissions.
Developing countries - particularly those experiencing what they believe to be climate impacts now - are especially adamant that adaptation must secure equal status to mitigation.
Chris Field, who is based at the Carnegie Institution for Science at Stanford University in California, said that AR5 will take this concept on board.

In order to improve its analyses, the IPCC is adopting a new set of "scenarios" - projections of how the future may unfold, in terms of economic growth, the size of the world's population, policy choices on energy, and so on, all of which affect emissions.
Known as Representative Concentration Pathways (RCPs), the aim is to better integrate data and forecasts on different aspects of the future.
They are also designed to allow for more wide-ranging analyses of policy choices.
"The RCPs... allow us to explore many issues - not only in understanding policy implications, but also how those ramify into things that are as diverse as impacts on distributional equity, questions of justice, or migration," said Dr Field.
"[This is] a wide range of issues where it's been really difficult to figure out what's the climate part vs the societal part."
Interactions between the physical manifestations of climate change and societal issues will be expanded in the third part of AR5, on options for mitigation - a segment that will also include evaluation of what various policy choices mean economically.
"Since the release of AR4, there's been a vast amount of literature on socio-economic aspects of climate change," said IPCC vice-chairman Hoesung Lee.
"And the fifth assessment report will particularly look into this growing literature."
AR5 is due for publication in 2013-4, in four consecutive parts - science, impacts, mitigation and a synthesis - as in previous assessments.
But the procedures and timings have been adjusted with the aim of facilitating co-ordination between groups working on the various aspects - in particular, so that the most recent scientific projections can underpin the analysis of impacts.
The coming months will see the first meetings of lead authors for the first three segments, where they will plot out in more detail how to analyse the vastly increased amount of material on all aspects of climate change.
The Korea conference - the IPCC's annual plenary - ended with the partial adoption of reform measures recommended in the IAC review.
Most of the recommendations, however, are to be discussed by committees over the coming months, with the aim of tying up all the oustanding issues in May

Trong bản tin phát đi lúc 16h ngày 17-7, Trung tâm mới thông báo bão đổi hướng di chuyển lên phía Bắc. Vì sao thông tin này không được đưa ra sớm hơn trong các bản tin trước đó?
Từ 7 giờ sáng ngày 17-7, chúng tôi đã ghi nhận được việc bão di chuyển lên phía Tây. Tuy nhiên, chúng tôi không phát đi thông báo bão chuyển hướng ngay, vì bão khác với người. Con người có thể đi thẳng nhưng bão khi di chuyển có lúc sang Đông, lúc chệch Tây. Nếu thấy bão đi theo hướng nào đó rồi thông báo ngay, sẽ gây hoang mang cho Ban chỉ huy PCLB các tỉnh và mất cảnh giác phòng chống.

Chúng tôi đã theo dõi chặt chẽ và nhận thấy, việc bão đổi hướng chỉ duy trì trong thời gian ngắn nên quyết định không thông báo ngay. Trong thực tế, sau 6 tiếng di chuyển chậm, bão Côn Sơn đã quay trở về quỹ đạo, tiếp tục di chuyển theo hướng Tây Bắc và sau đó đổ bộ vào Thái Bình - Hải Phòng như dự báo của chúng tôi trước đó.
Có một số địa phương cho rằng thực tế cơn bão không mạnh như dự báo, việc cảnh báo đã được vống lên để đảm bảo độ an toàn trong việc dự báo?
Việc nâng mức dự báo cao hơn thực tế là không có. Giữa Thanh Hóa, Thái Bình ranh giới rất ngắn. Trong khi với hướng di chuyển của bão như vậy thì chỉ cần lệch 1 đến 2 độ là bão nằm sang tỉnh khác rồi. Với diễn biến thực tế của bão thì những người ở Quảng Ninh, Hải Phòng sẽ nhận thấy đúng như dự báo của chúng tôi.
Khi bão đổ bộ vào bờ, vành của cơn bão đi qua Thái Bình - Nam Định có mây ít nên mưa và gió ít hơn so với các địa phương khác. Số liệu quan trắc cho thấy cường độ của gió khi vào bờ mạnh cấp 12, giật tới cấp 17. Khi bão vào, tâm bão thường lặng gió hơn và người dân ở hai địa phương này không chịu ảnh hưởng nhiều như các nơi khác, nên không thể biết được diễn biến của bão ở các khu vực khác. Đó là những hiểu nhầm khó tránh khỏi.
Trong một cơn bão, tổ chức vòng mây của cơn bão cũng không phải như trong một vòng tròn khép kín mà có những khu vực gió mạnh, có khu vực gió yếu chứ không phải phân bố đều. Cường độ gió cũng có lúc mạnh, lúc yếu, lúc mưa to, lúc mưa nhỏ. Trong khi di chuyển, khu vực nào có mây dày đặc, mưa lớn và giông thì sẽ có gió rất mạnh.
Trung tâm vẫn dự báo mưa lớn sẽ đổ xuống phía Tây Bắc bộ và Hà Nội trong ngày 18-7 với lượng mưa lên tới 200 mm, cá biệt một số tỉnh miền núi có lượng mưa tới 300 mm. Nhưng thực tế điều này không diễn ra, ông nghĩ sao?
Đúng là mưa có ít hơn so với nhận định của chúng tôi. Bình thường mưa hoàn lưu sau bão, rất cao. Nhưng trong cơn bão này hầu như không còn mưa hoàn lưu sau bão do bão tan rất nhanh. Tuy nhiên, đến sáng 18-7 ở các khu vực phía Tây Bắc bộ vẫn còn dấu hiệu của mưa hoàn lưu sau bão và sẽ có mưa ở các vùng này trong đêm.

Ở khu vực Tiên Yên, Móng Cái (Quảng Ninh) lượng mưa tới 180,7 mm, Cửa Ông 123,5mm. Lượng mưa ở Hà Nội chủ yếu từ 40 đến 70 mm, trong đó Sơn Tây cao nhất là 71,9 mm.
Còn để nói chính xác lượng mưa ở tỉnh này, tỉnh kia thế nào trong cơn bão thì không thể làm được. Cũng cần phải nói hiện toàn thế giới không thể dự báo được chính xác lượng mưa với độ chính xác tới +/- 20 mm.

Texas on alert as Hurricane Alex sweeps in

US President Barack Obama has declared a state of emergency in Texas as Hurricane Alex bears down on the coast with 80mph (130km/h) winds.
Alex, which has now strengthened to a category two hurricane, is expected to make landfall near the Texas-Mexico border.

Heavy seas caused by the first Atlantic hurricane of the season have already disrupted BP's oil spill clean-up in the Gulf of Mexico.
Boats skimming the slick have been sent back to port by the US Coast Guard.
High waves and strong winds generated by Alex have also pushed more oil from the spill on to beaches in Louisiana.
"The sad thing is that it has been about three weeks since we had any big oil come in here," said marine science technician Michael Malone.
"With this weather, we lost all the progress we made," he added.
A huge oil patch has been pushed towards Louisiana's Grand Isle and the uninhabited Elmer's Island, dumping large tar balls on the beach.
Oil dispersant flights and controlled burning operations in the Gulf of Mexico have also been postponed.
However, Alex is not stopping oil recovery at the scene of the leak 50 miles (80km) off the Louisiana coast.

Two vessels are capturing oil gushing from the wreck of the BP-leased Deepwater Horizon rig despite waves of up to 7ft (2.1m).
The deployment of a third vessel has been delayed until the weather improves.
A containment cap is capturing up to 25,000 of the estimated 30,000 to 60,000 barrels of crude spewing from the ruptured well every day.
President Obama's emergency declaration allows the Federal Emergency Management Agency (Fema) to co-ordinate disaster relief efforts, the White House said.
Alex, currently a category one hurricane, is strengthening and expected to make landfall late on Wednesday, the National Hurricane Center said.
The centre warned that torrential rain could cause flash floods and mudslides in north-eastern Mexico and southern Texas.
It also warns of a storm surge of up to 5ft (1.5m) spreading several miles inland along the affected coast.

Deadly flash floods hit southern France

At least 19 people have been killed by flash floods in south-eastern France, officials say.
Several others have been reported missing after torrential rain hit the mountains above the Cote D'Azur region on Tuesday.
A number of towns in the department of Var were affected, with hundreds of homes flooded.
Meteo France, the national weather service, said up to 40cm (15.7in) of rain had fallen since Tuesday.
Meterologists say the floods are the worst in the region since 1827.
About 2,000 rescue workers have been drafted into affected regions around Draguignan - the worst-hit area - near the Mediterranean coast to help those trapped in their vehicles or houses.
'Devastated' Map of France Water levels were said to be falling slightly in Draguignan on Wednesday, though the rain was continuing in nearby Roquebrune and Frejus.
Meteo France has warned of further storms on Wednesday night.
"We have never seen so much rain in the month of June," Patrick Galois of Meteo France told the AFP news agency.
At least 1,000 people had to leave their homes and spend the night in schools or other temporary shelters, and some 175,000 houses were estimated to have been left without electricity.
Some reportedly sought shelter on the roofs of their homes, while helicopters were brought in to rescue people.
Rescue teams had to moved 436 inmates from a prison in Draguignan after two floors flooded.
The force of the water swept empty cars and other vehicles down streets in Draguignan.
"This morning, we woke up to find a town centre that was devastated, extremely battered with overturned cars floating in the streets, collapsed roads and gutted houses," said Corinne Orzechowski, the official leading the emergency operation.

Rail and air services in the region were interrupted, and about 300 passengers travelling on a high-speed train between Nice and Lille had been trapped by the flood waters, the AFP news agency reported.
The railway line between Toulon and Frejus will be closed until Thursday morning.
President Nicolas Sarkozy offered condolences to the families of the victims, and pledged his support to rescue workers "mobilising non-stop to provide aid and find those still missing".
He plans to visit the area early next week.

'Much more water' found in lunar rocks

The Moon might be much wetter than previously thought, say scientists.
A US-led team analysed the mineral apatite in lunar rocks picked up by the Apollo space missions and in a lunar meteorite found in North Africa.
The scientists found that there is at least 100 times more water in the Moon's minerals than they had previously believed.
The new study has been published in the journal PNAS.
This group is one of several different teams of researchers hunting for evidence of water on the Moon - and clues to how it got there.
Lead author Francis McCubbin from the Carnegie Institution for Science in Washington DC told BBC News that the water content on the Moon ranges from 64 parts per billion to five parts per million.
"It would be about 2.5 times the volume of the Great Lakes," he said.
"Or another way of looking at it - if you took all of the water that was locked up inside the rocks of the Moon and put them on the surface, it would make a metre-thick layer covering the Moon."
The scientist explained that the Moon most probably formed after a Mars-sized space body collided with the young Earth, some 4.5 billion years ago.
The high-energy impact produced molten debris, which eventually cooled to form our planet's only natural satellite.
Back then, he said, there was a magma ocean on the Moon. Magma contained water, which eventually erupted via "fire fountains" on to the lunar surface.
Most of this water evaporated during the volcanic activity - but some of it stayed, said Dr McCubbin.
"I like to use the analogy of someone who's trying to make non-alcoholic beer, there's always going to be some alcohol left," he explained.
Quest for water
After the US Apollo space missions of the late 1960s and early 1970s returned to Earth with numerous samples of lunar rocks, scientists spent years examining them in search of water.

At first, they declared that the Moon was dry - but this theory was challenged in 2008, when a US team used the method of secondary ion mass spectrometry (SIMS) and found evidence of water in lunar volcanic glasses - pebble-like rocks that ended up on the Moon's surface after the volcanic outpouring.
It was a breakthrough discovery, even though the quantity of water was only of the order of 46 parts per million.
Nevertheless, the scientists said that their research shed light on the origins of lunar water, asserting that it was "native" to the Moon.
Earlier in 2010, a radar experiment aboard India's Chandrayaan-1 lunar spacecraft found thick deposits of water-ice near the Moon's north pole.
In the recent study, Dr McCubbin and his colleagues used SIMS to look at the Apollo samples once more - but this time, they analysed the only water-bearing mineral of the rocks - apatite.

This mineral happens to be a major component of tooth enamel and bones and, as Dr McCubbin explained, "has a better chance of retaining water than volcanic glass".
The team specifically studied hydroxyl (OH) - a chemical compound in apatite that contains one atom of oxygen and one atom of hydrogen.
The researchers combined their measurements with models that analyse how the material crystallised as the Moon cooled.
The team found that the Moon's interior contains at least 100 times more water than was previously believed, stored in lunar minerals.
Other researchers have called the results important for future studies.
"It is gratifying to see this proof of the OH contents in lunar apatite," commented lunar scientist Bradley Jolliff from Washington University in St. Louis, Missouri.
"The concentrations are very low and, accordingly, they have been until recently nearly impossible to detect. We can now finally begin to consider the implications—and the origin - of water in the interior of the Moon."
Other theories
Dr Lawrence Taylor from the University of Tennessee in Knoxville, US has been involved in a separate, but similar research.
He told BBC News that besides finding water in the apatite, he and Jim Greenwood from Wesleyan University in Connecticut have come up with an additional theory about the origins of lunar water.
"We're thinking now that there might have been a cometary input as well," said Dr Taylor.
He explained that there were a lot of comets flying around at the time of the Moon's formation, "hitting the little, nascent, early Moon some 4.5 billion years ago".
Some scientists call comets "dirty icebergs" as they mostly contain ice, as well as other rocky material, soil and gases.
"So maybe there was a lot of cometary debris going by and as these 'dirty icebergs' hit the Moon, they provided a lot of water input," Dr Taylor said.
"Back then, the outer portion of the Moon was molten, it was all a lunar magma ocean, so the comets were incorporated into the chemistry of the [Earth's satellite]".

Arkansas floodwaters hit campsites and leave 16 dead

At least 16 people have died in the US state of Arkansas after floodwaters hit campsites in a mountainous national park, state governor Mike Beebe says.
Two dozen people were taken to hospital and some 30 others remained unaccounted for.

Helicopters are taking part in the search in a remote, mountainous area in the state's south-west.

The operation is focused on campsites along the Little Missouri and Caddo rivers in the Ouchita Mountains.

Mr Beebe said the deaths had occurred at about 0530, when the floodwaters reached their peak.

A river gauge at Langley, just south of Albert Pike in the Ouachita National Forest, showed the water rose 8ft (2.4m) in one hour, according to the US Geological Survey.

The National Weather Service said 7.6in (19.3cm) of rain had fallen overnight.

Some campers described how they had to cling to trees for hours to survive.

The remains of destroyed tents and damaged log cabins were later seen lining the banks of the swollen rivers.

Police spokesman Bill Sadler told US network CNN: "We believe there are still individuals trapped in the area.

"The primary mission of the Arkansas state police working with the local authorities right now is to get the living out of that area and locate the dead."

Officials were bringing in a refrigerated truck to act as a temporary morgue, he said.

The authorities warned that it could take days to find survivors or recover bodies because of the rugged terrain.

Police originally put the death toll at 12 and later updated it to 20, but the governor's office said thehigher figure had been based on an erroneous figure from a rescue worker.

It is not clear whether all those killed were staying at the campsites washed away by the floodwaters.
Map locatorBrigette Williams, of the American Red Cross in the state capital Little Rock, said between 200 and 300 people were believed to be in the area at the time but it was unclear how many were campers and how many local residents.

Rescue worker Gary Fox said the Albert Pike Recreation Area, a 54-unit campsite in the national forest, was packed with families on holiday when the floodwaters hit.

More than 20 people were taken to hospital and another 60 were rescued from the steep Ouachita Mountains valley.

The region includes a mix of campsites, hunting grounds and private homes.

Marc and Stacy McNeil of Marshall, Texas, survived by hauling their pick-up truck between two trees and standing in waist-deep water.

"It was just like a boat tied to a tree," Mr McNeil said, describing how the truck bobbed up and down.

They said the water kept rising throughout the night. By dawn the rain stopped, the water receded and they were able to walk to safety.

National Guard troops are helping to look for those affected.

Agatha storm deaths rise across Central America

A powerful tropical storm in Central America has left at least 99 people dead in floods and mudslides.

The worst-hit country was Guatemala, where officials say at least 82 people died. Nine were killed in El Salvador and at least eight in Honduras.

Storm Agatha swept in from the Pacific Ocean on Saturday, bringing torrential rains that added to disruption caused by a volcano erupting in Guatemala.

The storm is dissipating but more heavy rain is forecast for the next few days.

Rescue workers have been clearing debris from roads to reach cut-off communities.

Many areas have not been reached and the number of dead is expected to rise. In Guatemala, where Agatha made landfall on Saturday, at least 53 people were reported missing.

Parts of Guatemala have received their highest rainfall in more than 60 years, according to the country's President Alvaro Colom, who said more than 3ft (1m) of rain fell in some areas.

"Many places are cut off but it appears the weather will improve a bit today and we will be able to airlift supplies to those places. The road network is badly damaged," President Colom said at a news conference on Sunday.

Nearly 112,000 people have been evacuated from their homes across Guatemala, officials said.

Guatemala, El Salvador and Honduras have all declared emergencies in an attempt to increase immediate aid and resources.

Agatha - the first named storm of the Pacific hurricane season - also hit southern Mexico.

The storm is dissipating over the mountains of western Guatemala - but emergency workers have warned residents to expect heavy rain for several more days.
Devastation

A mudslide devastated an entire neighbourhood in the Guatemalan town of San Antonio Palopo, 90 miles (150km) south-east of the capital.

"There was a mudslide that wiped out homes, trees and everything in its path," a witness told local radio.

In Quetzaltenango, 125 miles (200km) west of the capital, Guatemala City, a boulder came loose and crushed a house, killing four people, including two children.

In El Salvador rains triggered at least 140 landslides in which President Mauricio Funes said nine people had died.

"Although the storm appears to be diminishing in intensity, the situation across the country remains critical," he said.

Officials in Honduras, where several regions have been put under a state of emergency, said there had been at least eight storm-related deaths.

The storm has also complicated efforts to clear up ash from the Pacaya volcano in southern Guatemala, which began erupting on Thursday.

Guatemala's main airport has been closed while workers clear the runways.

A state of emergency declared because of the volcanic eruption has been extended across the country.

Ngoài ra, biến đổi khí hậu toàn cầu khiến các hiện tượng thời tiết trở nên rất khó dự báo, không theo quy luật. "Cơn bão Parma vừa qua xoắn số 8 liên tục, lòng vòng trên biển Đông gần tháng trời. Trong lịch sử khí tượng chưa ghi nhận cơn bão nào phức tạp như vậy", ông Nguyên nói.
Với đòi hỏi ngày càng cao của người dân và xã hội, Bộ trưởng Tài nguyên cho rằng, cần có sự đầu tư thỏa đáng cho công tác dự báo. "Chủ trương của Bộ về đầu tư cho khí tượng thủy văn không phải theo kiểu con nhà nghèo mà phải cho con nhà giàu. Không đầu tư ngắn hạn mà phải dài hạn, công nghệ phải ngang hàng các nước phát triển và có tính hội nhập cao", ông Nguyên khẳng định.
Cũng trong buổi họp, ông Trần Văn Sáp, Phó giám đốc Trung tâm khí tượng thủy văn quốc gia cho rằng, năm 2009, ngành khí tượng đã làm tốt công tác dự báo. Thiệt hại về người trong năm chủ yếu do mưa lũ sau bão.

Tuy nhiên, ông Sáp thừa nhận, công nghệ dự báo của Việt Nam còn khá lạc hậu. Mật độ các trạm khí tượng hiện tại chưa thể đáp ứng được những bản tin chi tiết, chính xác. Trong năm 2010, ngành khí tượng sẽ đầu tư lắp đặt thêm 300 trạm đo mưa và 3 trạm radar trên toàn quốc. Trạm thu ảnh vệ tinh vận hành từ giữa 2009 cũng sẽ được đưa vào phục vụ dự báo thiên tai từ năm 2010...
"Năm 2009 đầu tư của nhà nước cho ngành khí tượng gấp đôi so với 2-3 năm trước nhưng như thế vẫn chưa đủ. Năm 2010 chúng tôi cũng sẽ đa dạng hóa bản tin dự báo vì hiện các ngành dùng chung bản tin nên hiệu quả phục vụ không cao", ông Sáp nói.

La Niña Draws to a Close

La Niña (Spanish for “the little girl”) is the term used to describe the period when the sea surface temperatures of the equatorial Pacific ocean are cooler than normal. This region of the ocean tends to waiver between periods that are warmer than average (referred to as “El Niño”) and warmer than average - La Niña . In between these extremes are relatively neutral periods where sea surface temperatures are within a degree or two of average. It is this neutral period that the Climate Prediction Center is indicating is now imminent.The end of the current La Niña indicates that the Pacific Northwest may begin to dry out and the south may return to near-normal rainfall patterns.La Niña tends to bring nearly opposite effects of El Niño to the United States — wetter than normal conditions across the Pacific Northwest and dryer and warmer than normal conditions across much of the southern tier. The impacts of El Niño and La Niña at these latitudes are most clearly seen in wintertime. In the continental U.S., during El Niño years, temperatures in the winter are warmer than normal in the North Central States, and cooler than normal in the Southeast and the Southwest. During a La Niña year, winter temperatures are warmer than normal in the Southeast and cooler than normal in the Northwest.It is unknown precisely when El Niño will return.

June 8th: National Tornado Day

The National Weather Service office out of Wichita, Kansas has put together a fantastic synopsis of the significance of today’s date: June 8th, when it comes to tornado history.

If any date was to be observed as National Tornado Day in the United State it would likely be June 8th. In 1941, an F4 tornado around one quarter mile wide and possessing rotational velocities of 210 to 260 mph roared 42 miles across south-central Kansas from 7 miles southwest of Maize to the Butler/Marion county line 5 miles west of Burns. Eight people were killed, 20 injured, and 5 homes were leveled.

As reported by the National Weather Service, Kansas wasn’t the only state that got in on the action on June 8th. Many other tornadoes, some of which were much more devastating, followed:

In 1951, two tornadoes, one an F4 one half mile wide and 15 miles long; the other an F2 around 100 yards wide and 5 miles long, struck west-central Oklahoma. These are the first tornadoes ever filmed in the United States. Fortunately, there were no deaths or injuries.

When the media sensationalizes the current tornado season as being somehow grossly anomalous, it bears reminding that, while the number of fatalities has been above average so far for the season, it pales in comparison to many years past. In fact, a single tornado in 1953 killed more people than all of the tornadoes combined have so far this season:

In 1953, the worst tornado ever to hit Michigan did so when an F5 monstrosity devastated North Flint. Possessing a track 27 miles long and one half mile wide and rotational velocities of 260 to 315 mph, the tornado killed 115 people, injured 844, and caused $19 million dollars in damage. This was the last tornado to cause 100 or more fatalities in the United States.

And finally, mention of the historic F5 of 1966 that devastated Topeka, Kansas. This was the first “$100 million dollar tornado” on record:

In 1966, an F5 tornado roared through downtown Topeka, Kansas. Possessing a track 22 miles long and one half mile wide, the tornado destroyed 820 homes as entire neighborhoods vanished. Most damage occurred in an 80mile long by 4-block wide track right through the center of the state capitol. There were 16 deaths, 406 injuries, and around $100 million in damage; $10 million to Washburn University alone.

The twister passed directly over Burnett’s Mound which, according to legend, protected Topeka from tornadoes. That legend died a violent death.

Hue fest promises crafty time


Outstanding researchers and artisans from craft villages around the country are taking part in this year’s Traditional Craft Festival in the former royal capital of Hue.The opening ceremony yesterday featured a special music and dance programme and an exhibit of old porcelain and enamelware.An exhibition of porcelain, enamelware, lacquerware and other traditional crafts will be on display the first day, as will a lacquer painting exhibition of artist Do Ky Hoang and Le Ba Dang, two of the founders of lacquer painting in Hue.The festival will also feature an ao dai show, exhibitions of preserved masterpieces, Hue court objects and art and sculpture from well-known collectors, as well as photographs and enamelware.Several art museums in HCM City are showing pieces from their collections.This year’s festival will also celebrate the 110th anniversary of the construction of Truong Tien Bridge and Dong Ba Market in Hue.In addition to the regular programme, a group of ceramics up to 2,000 years old found in the Huong River and purchased by Ho Tan Phan and other collectors will also be on display.Phan said he chose the theme "Rivers that Tell a Story", because all of the pieces were collected from rivers, mostly in Hue."By showing these artifacts, we can uncover thousands of years of history and culture," Phan said.The festival shows have several themes, including The Mark of the Rivers, Several Thousand Years of History, The Champa Era, Traditional Culture, Glimpses of Thang Long–Dong Do–Ha Noi, Extending the Day and Shortening the Night, Culture of Vietnamese Cuisine, and Old Ways of Life that Live on Today. — VNS

Forum on protecting Mekong Delta opens in Can Tho

An open-ended forum on preserving nature and local culture in the Mekong Delta while allowing sustainable development in the region started up in Can Tho City Friday.

At the first seminar, Professor Doan Canh of the Ho Chi Minh City Institute of Tropical Biology, warned that the region’s renowned diversity was threatened by excessive exploitation without regard for the consequences.

He said it was time to shift from exploitation for development to a preservation strategy for development.

The forum’s organizers are the Steering Board for the Southwestern Region, UNESCO’s Man and the Biosphere Program, Can Tho University and the World Wildlife Fund.

They will use the forum to build databases of biodiversity and traditional cultures in the Mekong Delta, and seek funding for developing creative ideas in the region’s national parks, nature reserves and biosphere reserves.

Ministry announces climate plan for agricultural sector

A programme to heighten the capacity of the agricultural sector to meet climate change challenges during the 2008 - 20 period was officially announced by the Ministry of Agriculture and Rural Development on Friday.

The goal of the programme is to ensure safety and stability for residents in coastal, mountainous areas, central and Mekong Delta provinces.

It aims to maintain 3.8 million hectares for rice cultivation of two crops each year, protect dyke systems, infrastructure facilities as well as public works.

To achieve this goal, the ministry will set up detailed action plans and come up with policies to support sustainable production in areas most affected by natural disasters.

A main task of the programme is to establish national technical standards on master plans, designs and construction for infrastructure facilities in the agricultural sector.

It also seeks to improve research capabilities and forecast impacts of climate change for agriculture, irrigation, forestry, aquaculture and rural development projects.

It will also speed up flood prevention and research projects for central provinces, the Hong and Mekong deltas as well as forest protection and development in upstream areas.

Viet Nam is one of the countries in the world facing a large number of natural disasters every year. According to the Ministry of Agriculture and Rural Development, over the last 10 years, Viet Nam has lost 1-1.5 per cent of its GDP and 700 lives each year due to natural disasters.

"The Vietnamese Government has paid attention to reducing and coping with climate change. The country has released a national programme to deal with the situation. From this, each ministry will develop its own plans," said Nguyen Xuan Hoc, deputy minister of Agriculture and Rural Development

Cyclone Aila kills nearly 120 in Bangladesh, India

DHAKA (Reuters) - Nearly 120 people have been killed by a cyclone that ripped through Bangladesh and eastern India, officials and local media said on Tuesday, while millions remained marooned by floodwaters or living in shelters.
The death toll in Bangladesh rose to at least 89 following recovery of more bodies on Tuesday, the Daily Star newspaper said in its online edition, while Indian officials said at least 29 people had died in West Bengal state.
Cyclone Aila slammed into parts of coastal Bangladesh and eastern India on Monday, triggering tidal surges and flooding that forced half a million people from their homes.
Officials in Bangladesh moved about 500,000 people to temporary shelters after they left their homes to escape huge tidal waves churned by winds up to 100 kph (60 mph).
Heavy rain triggered by the storm also raised river levels and burst mud embankments in the Sundarbans delta in the neighboring eastern Indian state of West Bengal. The affected area is home to hundreds of thousands of people as well as the world's biggest tiger reserve.
In Bangladesh, the worst affected area was the Satkhira district, near the port of Mongla, where a local official said 17 bodies were found in one village. "The situation here is alarming, and the confirmed death toll so far in the district is 23. But it may go up," Mohammad Abdus Samad, deputy commissioner of Satkhira, told Reuters by telephone.
Aila swept many areas still recovering from Cyclone Sidr in November 2007, which killed 3,500 people in Bangladesh and made at least a million homeless.
MISSING Bangladesh officials said at least 100 people were missing after Monday's cyclone. Some aid workers, requesting not to be identified, said they feared several hundred people might have been killed by Aila, which followed a less lethal cyclone, Bijli, that killed only a few people in April.
Army, navy and coast guards were helping civil officials and volunteers to search for the missing and pick up people marooned in hundreds of villages, caught in chest or shoulder-high waters, witnesses said. In West Bengal, the Indian army and government aid workers on Tuesday began an operation to provide relief to more than 400,000 people marooned in the Sundarbans delta region.
Officials in West Bengal said at least 29 people died in the cyclone, mostly from house collapses, electrocution and falling trees. "We have moved two columns, each with 100 personnel, to Sundarbans for relief," said Mahesh Upasani, a defense spokesman. Large areas of crops were destroyed in both countries by the cyclone, officials said, adding they were assessing the damage. Cargo handling at Paradeep port in India's eastern state of Orissa returned to normal after being severely affected for the past two days, K.Raghuramaiah, chairman of Paradeep Port Trust, told Reuters.
Many farmers have lost their rice just ready to be harvested. "Allah has taken it (rice and other crops) all from me. I have been made a pauper," said Mohar Ali, a farmer.

1 missing in Benguet landslide

MANILA, Philippines — A woman was reported missing after a landslide hit a village in Kapangan town in Benguet province, the National Disaster Coordinating Council (NDCC) said Saturday.

In a report dated 8 a.m., NDCC identified the woman as Edna Sapalat, who it said was reportedly trapped inside her house when a landslide hit.

The NDCC said the rains caused by the monsoon trough have so far caused the evacuation of 19 families or 88 people in Benguet, Baguio City, Ifugao and Mountain Province.

Also, the NDCC said the Quirino-Cervantes Road and the Quirino-San Emilio Road in Ilocos Sur were not passable to vehicles.

Also closed due to landslides were the Baguio City Limit-Sto. Tomas Road, Itogon-Dalupirip Road, Gurei-Bokod-Kabayan-Buguias Road, and Acop-Kapangan-Kibungan-Bakun Road.

In Baguio City, Kennon Road was closed to traffic due to rock slides.

In Ifugao, Tinoc-Buguias-Abatan Road and Tinoc-Kiangan Road were also closed. In Mountain Province, Baguio-Bontoc Road (Dantay Section and Sabangan-Pingad Section) were partially closed due to slides.
